Arsenal are a ‘Top Six’ team in the premier league and are one of the better premier league teams to be in FM19 as they have a good bank balance and have fairly low expectations.
Arsenals league expectations are very realistic, with you only needing to get into the top 6 to achieve euro cup qualification, The competition expectation of reaching the euro cup final could be more difficult, however with the quality and depth of the team compared to others in the euro cup, you should be able to play mostly reserve players for the group stage matches and only start to using your first team for the latter stages of the competition, you might need a little luck but getting to the final and even winning the competition is very doable.
Transfer & Wage Budget

Wage Budget: £3.084M p/w (£200,000 p/w remaining)
Under Arsene Wenger Arsenal were a club which had a history of signing young players with good potential, which the club would then develop into regular first-team players, In the first season this strategy might be the best option, Alternatively saving some of the budget to sign a couple of players on a pre-contract might also be a great option to get the best bang for your buck.
Pierre-Emerick Aubameyang – (CA 165 – PA 168)
At 29 years old, Aubameyang is right at his peak and is an extremely effective player, His blistering pace will cause problems for any defence, who should be able to consistently score 20+ goals each season.

Mesut Ozil – (CA 162 – PA 180)
Mesut Ozil has a lot of critics as his work rate and defensive qualities are very poor, Ozil is, however, the most creative player in the Arsenal team, he has fantastic on the ball and passing abilities which is capable of unlocking any defence.

Hector Bellerin – (CA 151 – PA 162)
It’s hard to believe that

Lucas Torreira – (CA 155 – PA 165)
Lucas Torreira is a new player in the Arsenal team having joined from Sampdoria at the start of the season, he’s already good enough to play a key role in your arsenal team, Torreira has all the attributes for a deep-lying playmaker who can break up the opponent’s attack, then make creative passes forward from the heart of the midfield and at only 22 years old can be a mainstay in your team for the next 10 seasons.

Matteo Guendouzi – (CA 141 – PA 165)

Players to consider selling
Henrikh Mkhitaryan – (CA 155 – PA 165)
At 29 years old, Mkhitaryan is extremely unlikely to get any better and due to Ozil being a better attacking midfielder, he isn’t going to have too much game time, even if you are not able to get a big transfer offer, letting him for cheap would still be beneficial as it would give you an additional £200,000 wage budget to work with.
Value: £42.5M (unlikely to receive even half that from any transfer offers).

Mohamed Elneny – (CA 141 – PA 155)
Although the Egyptian is still only 25 years old and he is likely to improve close to his 155 potential ability, Elneny is now the fifth choice central midfielder, behind Ramsey, Xhaka and the new signings of Torreira and Guendouzi, you would be much better off signing a young player or promoting a youth player to your senior team to replace Elneny.
Wage: £50K p/w
Danny Welbeck – (CA 142 – PA 160)
If you want to return Arsenal to their former glory, then, unfortunately, there is no place in the team for Danny Welbeck as is simply not good enough, with much better options available, Welbeck would be unlikely to make it onto the substitutes bench, never mind getting onto the pitch.
Welbeck is in the final year of his contract so getting any amount of money for a transfer would be better than nothing, but even if you just release him at the end of his contract, you will still be saving £125,00 per week on wages.

Players to consider signing
Matthijs de Ligt – (CA 144 – PA 186)
The Dutch wonder-kid who currently plays for Ajax has a lot of people watching him in real life and for good reason, he looks like he will be one of the best central defenders for the next 15 years.
If you want him you will need to make an offer early before he’s snapped up by one of Europe elites.

Wage: £13.25K p/w
Expected transfer cost: £30,000,000 with additional clauses.
Expected wage cost: £80,000 p/w with additional bonuses and clauses
Adrien Rabiot – (CA 151 – PA 164)
Adrien Rabiot has been one of the stars in the PSG midfield for the past couple of seasons, at 6’2” tall he is a commanding presence in the heart of the midfield with all the attributes a creative player would need, at 23 years old he has a lot of time to improve.
For a player of Rabiots quality, you would usually expect to pay £40M+.
however, Rabiot is in the last year of his contract and will be available for pre-contract negotiations in January.

As mentioned Rabiot is in the last year of his contract so can be signed in January on a pre-contract agreement, if you are able to agree on terms, you could then opt so sign him immediately for only £5.5M which would be well worth it.
